Bringing together regions from 36 countries, the programme creates structured opportunities for policy learning through the exchange of experiences, good practices and collaborative reflection. (Interreg Europe 2026a.) At its core lies a shared understanding familiar in higher education and policy research: complex societal challenges are best addressed through collective learning, dialogue and co-creation of knowledge rather than isolated solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ACTIVE ID is one of Interreg Europe\u2019s regional development projects, focusing on sport and leisure business, environment, sustainable development and digital skills. The project brings together partners from Finland, Sweden, the Netherlands, Bulgaria and Spain, ensuring wide geographical coverage and diverse perspectives for implementation. (ACTIVE ID 2026.)<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Learning through exchange \u2013 projects, practices and the future<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From a learning-by-doing perspective, Interreg Europe can be seen as an applied learning environment in which policy actors develop knowledge through engagement with real-world challenges. Learning emerges through experimentation, reflection and adaptation, aligning with Kolb\u2019s experiential learning theory and social learning perspectives that emphasize learning across organizational and territorial boundaries (Institution of Experiential Learning 2026; Wenger-Trayner et al. 2014). In public policy, such approaches are increasingly recognized as essential in complex governance contexts that require collaboration and continuous adjustment (Dunlop &amp; Radaelli 2018; OECD 2017).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This learning-oriented approach framed the exchange of experience event for lead partners held in April 2026 in Copenhagen, followed by the <em>Europe, let\u2019s cooperate!<\/em> interregional cooperation forum. Over three intensive days, participants engaged in open, peer-to-peer learning and critical discussion on both practical project implementation and the future of interregional cooperation (Interreg Europe 2026b; 2026c).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lead partner event brought together representatives from all three Interreg Europe calls to reflect on shared challenges. Sessions focused on organizing interregional learning, identifying good practices, stakeholder engagement, communication strategies and partnership management, emphasizing learning as a reciprocal process rather than predefined solutions (Interreg Europe 2026b). Reflection on the future of Interreg Europe highlighted the need for adaptability, long-term learning structures and sustained cross-border cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <em>Europe, let\u2019s cooperate!<\/em> forum further expanded this shared learning space. Plenary and thematic sessions explored interregional cooperation\u2019s contribution to policy improvement and EU cohesion policy. (Image: Sanna Kangas)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">From shared reflection to lived experience<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Study visits around Copenhagen added an experiential dimension to the learning process. Participants explored climate-adaptive urban planning, green infrastructure and people-centred city development, connecting strategy with real-world implementation. Exchanges with local actors highlighted the importance of collaboration between authorities, experts, politicians and citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, the Copenhagen events demonstrated that Interreg Europe functions not only as a funding instrument, but as a structured learning ecosystem. By creating spaces for dialogue, reflection and shared inquiry, the programme enables regions to learn with and from one another \u2013 an essential foundation for sustainable and effective policy development in a complex and rapidly changing European context.
